An Intelligence Report reasived from Shanghai states that Diskm, the prisoner of war who escaped from Singapore, is at present in either Amey or Bwɑtow, probably the latter place, which, however, has mət been confirmed by the British Consul there. He is engaged in organising an outbreak to take place amongst Indiang, and if possible lower class Chinese at Kong Kong. Dichm is said to be under the orders of the German Minister, Paking, and to work under the German Consul in whatever port he happens to be in.

The Germans hope that the Monarchial movement in China may cause disorders and unrest, in which suse they would try and stir up trouble in Hong Kong simultaneously.

Germans will attempt to damage Government property

at Hong Kong.

Arrangements are said to have been made whereby Arms and Explosives can be smuggled into Hong Kong on board Japanese Fishing vessels in very mall quantities emɑh trip. 2. During the latter part of August the Chinese Press in North China devoted great attention to the "Chon an Hui" a Society of Pease whose object is to spread a propaganda in favour of a konarchy for China,

This movement which has

been so suddenly brought te publie notice is not the work of a

few reactionary officials but is the consumation of a

carefully thought out sonere. Whatever Yuan Shi Kai may

say to the contrary, it is fimly believed by most Northern

Chinese that when the time has come he will accept the crown;

outwardly he may appear disinclined to do so, but it will

be made to appear that he will be forced to accept regal

responsibility at the wish of a large section of the Chinese

nation.
